Our Origin Story

A Mission to Serve

Founded to fill a critical need for accessible notary services.

Hill District Public Notary was born from a simple observation: our community, especially the vibrant Hill District, lacked accessible, client-centered notary options. We saw friends, neighbors, and particularly our respected senior population struggling to find a notary who could meet them on their terms—at home, in an office, or at a care facility.

The process of handling documents like powers of attorney and insurance forms is often emotionally taxing, and the added burden of travel only creates more stress. We recognized an opportunity not just to start a business, but to provide a genuine service. Our goal was to create a Pittsburgh mobile notary that brings not just an official seal, but also compassion, convenience, and understanding to every appointment.

Our solution was to build a service founded on trust and deep community relationships. As Public Servants, we believe our role extends beyond simple signature verification. It’s about building confidence and ensuring every client feels heard and respected. This commitment has made us a trusted Pittsburgh mobile notary throughout the city and wider Allegheny County. Looking forward, our vision is to grow alongside our community. We aim to secure a physical co-op space in the Greater Hill District, expand our offerings to include PennDOT Title and Tag services, and add convenient office support like copying and scanning. Furthermore, we are dedicated to giving back, with a goal of financially supporting an annual senior dinner, reinvesting in the very community that inspires us.

Leeretta Payne is an accomplished entrepreneur and community leader who serves as the Owner and Certified Notary of Hill District Public Notary, LLC, bringing essential services directly to Pittsburgh’s underserved communities.

With a Master of Science in Educational Technology Management from Carnegie Mellon University and a Bachelor of Science in Information Science from the University of Pittsburgh, she combines technical expertise with a deep commitment to community development.

As a former Owner/CEO of Legacy Café and current board member of the Hill District Consensus Group, Leeretta has consistently demonstrated her dedication to keeping economic opportunities within the Hill District community. Her civic engagement extends through her roles as City of Pittsburgh Ward 3 Vice Chair and active membership in organizations including the Pittsburgh Human Rights City Alliance and NAACP. A proud Black woman and Pittsburgh community member, Leeretta embraces the challenges and rewards of entrepreneurship while focusing on providing needed services that help dollars circulate within her own community.
